WHY FRANCOPHONE IMMIGRATION MATTERS

French is one of Canada’s two official languages. Despite this, the proportion of Canadians identifying as Francophones declined from 6.1% in 1971 to 3.5% in 2021. Of Canada’s 13 provinces and territories, only Quebec is predominantly Francophone.

Although immigration has long been central to Canada’s policy, focused and structured promotion of Francophone immigration outside Quebec began only in 2023 with the introduction of French-language proficiency–based Express Entry draws.

In India, French has business value. In Canada, French has national value.

READING BEYOND THE HEADLINES

While Canada has reduced overall immigration intake due to housing and labour market pressures, Francophone immigration targets have increased.

Projected Francophone admissions:

2026: 30,267

2027: 31,825

2028: 35,175

This signals a clear policy priority for French-speaking immigrants.

HOW DIFFICULT IS PR FOR AN APPLICANT IN INDIA?

For overseas Indian applicants, Permanent Residence is primarily accessible through Express Entry, especially the Federal Skilled Worker Program. Applicants compete directly with Canadian Experience Class candidates, who often score between 450–500+ CRS after Canadian study and work experience.

Selected French Language Proficiency draws in 2025 show CRS cut-offs between 379 and 481.

WHAT THIS MEANS IN PRACTICAL TERMS

An Indian graduate with one year of foreign work experience, English proficiency at CLB 8–9, and French proficiency at CLB 7 can realistically achieve a CRS score between 410 and 466. This makes Permanent Residence possible without Canadian study or work experience.

TIME-SENSITIVE OPPORTUNITY

As awareness grows, CRS thresholds are expected to rise. Early preparation offers a strategic advantage.
